John Kelly

John Kelly is the Chief Technology Officer at Accela, bringing over 25 years of experience in IT strategy, cloud computing, and business transformation. He previously served as CIO at XIFIN, where he led cloud-first initiatives, and as CTO at PatientKeeper, where he modernized product development and supported its acquisition by Commure.

During his 11 years at Cigna as Segment CIO & CTO, John implemented scaled agile methodologies, built digital platforms, and led enterprise-wide technology transformations. He has also held leadership roles at Alere Health, WinningHabits.com, and TravelNavigator.com, where he pioneered early SaaS solutions.

With deep expertise in scalable architecture and enterprise technology, John plays a key role in driving Accela’s innovation in government software.
